Requirements
An appropriate 3-year National Diploma /B-Degree (equivalent or higher qualification); A minimum of 1 years’ experience in a Supply Chain Management or related working environment. Competencies: Knowledge of and working experience in the following: legislation, regulatory frameworks, policies and best practices relevant to the line functions; conduct strategic sourcing and procurement activities and assess market conditions; manage sourcing and vendor relationships; analyse market trends and identify procurement opportunities; manage procurement and tendering processes; implement the Broad-Based Black Economic Empowerment Act; implement the Preferential Procurement Policy Framework Act and associated regulations, practice notes and circulars; implement the Public Service Anti- Corruption Strategy; manage supply chain management processes in accordance with the Supply Chain Management Guide for Accounting Officers and Authorities; implement the Public Finance Management Act, National Treasury Regulations, Provincial Treasury Instructions, financial delegations and public service best practices; manage delegation frameworks, service level agreements, supplier relationships, contracts, strategic sourcing and departmental procurement policies and procedures; use government financial systems; manage public sector supply chain management models and processes; manage strategic sourcing across a broad range of commodities within a goods and services environment; manage the Mobility procurement 253 market; manage contract management processes, including legal aspects of supply chain management, drafting heads of terms and providing input into SLA negotiations; manage supply chain management delegations and related authorities; perform numeracy and literacy functions; use computer applications effectively; communicate effectively in the required language; manage projects and administrative processes; negotiate with suppliers and stakeholders; build and maintain professional networks; conduct strong analytical assessments; perform legal administration; manage time effectively; plan and organise procurement activities; solve problems; resolve disputes and manage conflict; compile reports; maintain accurate records; exercise sound judgement and decision-making; gather and analyse data and work with figures; use MS Office software for analysis and reporting; use supply chain management systems such as Electronic Procurement Solution (EPS), LOGIS and eTender; work effectively under pressure; work irregular hours when required; meet tight deadlines.
Key Responsibilities
Render an effective and efficient strategic sourcing support service; reporting; analysing; database management; record keeping; research; development and Managerial/Supervisory functions.
