Requirements
Applicant must be in possession of a Grade 12 Certificate and a National Diploma in Agriculture/Environmental Management/Nature Conservation/Pest Management (NQF 6). A minimum of two (2) years relevant experience. Job Related Knowledge: Agricultural Pest Act, Natural Environmental Management Act, Natural Environmental Management Biodiversity Act. Knowledge of policy development. Public Service Act. Public Service Regulations, Public Finance Management Act. Labour Relations Act, Water Act. Job Related Skills: Geographical Information System skills. Policy development and analytical skills. Research and monitoring skills. Leadership skills, Negotiation Skills, Excellent communication skills (verbal, presentation and report writing). Knowledge of project planning and management. Inspection and auditing skills. Problem solving and analysis. Facilitation and coordination skills. Computer skills. Ability to act with tact and discretion. A valid drivers’ license. Ability to work extended hours. Extensive travelling. 5
Key Responsibilities
Surveillance, assess, activate and monitor locust outbreak (control). Response to locust outbreak reported to verify the outbreak. Conduct ecological risk assessment in the area. Organise and plan control. Inspection and monitor control units. Conduct post control evaluation (impact assessment). Identifying and make recommendation for research needs. Manage the storage of chemicals in the district locust areas Surveillance, assess, execute and monitor blackfly outbreak. Monitor and evaluate blackfly larvae population. Identify the position of the rapids (control site). Administer trial to determine the dosage rate for each rapid in preparation of the control operations. Execute control operation. Conduct post control monitoring and evaluation to determine the impact of the control action. Identifying and make recommendation for research needs/challenges and solution. Surveillance, assess, activate and monitor quelea (bird) outbreak. Response to outbreak report for verification. Conduct pre-inspection / evaluation to determine the extent of the outbreak, Conduct the ecological risk assessment of the area. Plan, organise, co-ordinate and manage control operation. Conduct post control monitoring for remediiation/sanitary and evaluation of the impact. Identifying and make recommendations for research needs/challenges and solutions. Conduct training and awareness campaigns. Identify, planning and organising of training. Training of prospective migratory pest outbreak controllers. Conduct awareness campaign. Management of Migratory Pests Data. Capturing outbreak data. Mapping of data areas.
