Requirements
An appropriate recognised bachelor’s degree (NQF Level 7) in Education Management, Educational Planning, Public Administration, Development Studies, Rural Development, Public Management, Geography, Town and Regional Planning, Social Sciences, Economics, Project Management or a related field. A postgraduate qualification (NQF Level 8 or higher) in any of the aforementioned fields will serve as an added advantage. Successful completion of the Nyukela Public Service Senior Management Service (SMS) Pre-Entry Programme. A valid driver's licence (except for persons with disabilities). A minimum of five (5) years' experience at a middle/senior management level within the education sector, public sector planning, institutional planning, rural development, educational transformation, school 98 governance, infrastructure planning, district coordination, educational access programmes or related fields. Demonstrable experience in school landscape planning, school rationalisation and realignment processes, education transformation initiatives, institutional planning, rural education development and educational access programmes. Proven experience in coordinating strategic projects and programmes aimed at improving educational outcomes, institutional efficiency and equitable access to quality education. Extensive experience in policy development, strategic planning, implementation, monitoring and evaluation of programmes within the education sector. Proven ability to analyse demographic, enrolment, migration, geographic and socio- economic trends to inform school provisioning, school sustainability and education planning decisions. Competencies: Good communication (verbal and written) skills, presentation skills, analytical skills, strategic planning and reporting skills, computer literacy, leadership skills, project management, stakeholder management skills, risk management and financial management skills; Should be a strategic thinker who has the ability to lead within a diverse environment; Should be able to work under pressure.; Candidate should have ability to maintain sound interpersonal relations; Preference will be given to candidates who have a working knowledge of the Education Policies, PFMA and Treasury Regulations applicable to the public service, NEPA, Educators Employment Act, SASA, Teacher Development Framework and Policies; A good understanding of Curriculum and teacher development within the sector; A sound and through understanding of the Education Sector. Competencies: Strategic capacity and leadership, People Management and Empowerment, Financial Management, Change management.
Key Responsibilities
Provide mapping, and planning services for schools, hostels and scholar transport. Provide revitalisation of schools. Provide the coordination of rural education support. conduct planning liaison with circuits on institutional needs. Facilitate planning for school extension and new school creation. Facilitate the planning for scholar transport and new hostels. Coordinate the right sizing of schools. Administer the approval of changes in school type and classification. Provide data and spatial analysis services. Conduct agricultural schools revitalisation. Conduct revitalisation of historical schools. Conduct revitalisation of township and rural schools. Develop teaching models suitable for rural schools. Coordinate infrastructure development and maintenance for rural schools. Monitor the implementation of SASSA section 14 agreements. Adapt education programs to serve specific needs of rural and deprived learners. Manage education operations. Maintain high standards by ensuring that the team/section produces excellent work in terms of quality/quantity and timeliness. Resolve problems of motivation and control with minimum guidance from manager. Delegate functions to staff based on individual potential provide the necessary guidance and support and afford staff adequate training and development opportunities. Ensure timeously development of job descriptions and implementation of Work Plans and Personal Development Plans (PDP’s) for all subordinates. Manage daily employee performance and ensure timely Performance Assessments of all subordinates. Ensure management, maintenance and safekeeping of assets
