An NQF level 7 qualification as recognized by SAQA. Minimum of 5 years’ relevant experience at a middle/senior managerial level. Pre - entry (Nyukela) Certificate upon appointment. Valid driver’s license except for people living with disabilities. Knowledge of education infrastructure planning, norms and standards for school infrastructure, spatial planning, enrolment trends, demographic analysis, infrastructure backlog assessment and prioritization methodologies. Knowledge of immovable asset management, land administration, acquisition and disposal processes, vesting, leases, accommodation management, municipal services and property records management. Knowledge of strategic planning, annual performance planning, User Asset Management Plans, infrastructure programme planning, monitoring and reporting systems, including NEIMS, EFMS and related information systems. Knowledge of project and programme management, stakeholder coordination, risk management, compliance monitoring, audit requirements and public sector reporting standards. Strategic leadership, planning and decision-making skills. Analytical, research, problem-solving and interpretation skills. Programme, project and contract management skills. Financial management, budgeting, resource allocation and expenditure monitoring skills. Policy development, implementation, monitoring and evaluation skills. Key Responsibilities
Provide strategic leadership and overall management of the Directorate: Physical Resource Planning and Property Management in support of the Department’s infrastructure delivery mandate. Manage and coordinate the development, review and implementation of infrastructure strategies, policies, systems, plans, procedures, norms and standards relating to physical resource planning and property management. Manage inputs into the Provincial Infrastructure Plan, Departmental Service Plan, Strategic Plan, Annual Performance Plan, User Asset Management Plan and related infrastructure planning instruments. Oversee the analysis of school infrastructure needs, including enrolment trends, population projections, facility utilization, spatial planning, backlog identification and prioritization of infrastructure interventions. Manage the preparation, updating and quality assurance of project lists, accommodation schedules, project briefs, business cases and related planning documentation for infrastructure delivery. Oversee the management of immovable assets, including land administration, land acquisition, disposal processes, vesting, verification, immovable asset register information and related property records. Oversee and monitor the administration of office and school accommodation, leases, Section 14 agreements, municipal accounts, utilities and other property-related arrangements. Ensure alignment of infrastructure planning and property management with applicable legislation, including the Government Immovable Asset Management Act, Public Finance Management Act, Treasury Regulations, South African Schools Act, National Building Regulations, Occupational Health and Safety Act, environmental legislation and relevant provincial land administration prescripts. Manage and monitor post-project and post-occupancy evaluations, condition assessments and utilization reviews to inform future infrastructure planning and investment decisions. Coordinate with internal and external stakeholders, including Infrastructure Delivery, districts, schools, implementing agents, municipalities, Provincial Treasury, Department of Public Works, National Treasury, DBE and other relevant structures. Oversee the maintenance of accurate infrastructure and property information on relevant systems, including NEIMS, EFMS, Immovable Asset Register and other departmental information systems.
