National Senior Certificate, B Degree (NQF level 7 as recognized by SAQA) in Civil Engineering/ Quantity Surveying/ Construction Management/ Architecture with 5-years of experience at Middle/ Senior Managerial level in Construction (Building structures). Pre-entry certificate for the Senior Management Service (Nyukela) is compulsory and will be required prior appointment. A valid driver’s licence. Knowledge and Skills: In-depth knowledge and understanding of legislative framework that governs the Public Service, In-depth knowledge 94 Infrastructure Delivery Management System (IDMS). Understanding of Infrastructure Programme Management Plans (IPMP) and IPIPs. Knowledge of project lifecycle costing and asset management (planning, procurement implementation maintenance. Understanding of life-cycle costing and asset management principles. Knowledge and understanding Government Immovable Asset Management Act (GIAMA). Knowledge and understanding Infrastructure Development Act. Knowledge of National Building Regulations and standards. Knowledge of CIDB processes and tender systems. Citizen Focus and Responsiveness. Key Responsibilities
Lead and govern development of construction procurement strategy and Infrastructure Programme Management Plan (IPMP). Direct development and alignment of IPMP and procurement strategies with DoH priorities. Oversee integration of technical standards, lifecycle planning, and professional inputs. Drive innovation and sustainable infrastructure solutions. Ensure integration of infrastructure planning with budgeting and service delivery priorities. Advise executive management on infrastructure planning strategies. Lead Infrastructure Programme Implementation and Delivery Oversight. Ensure development and alignment of Infrastructure Programme Implementation Plans (IPIPs) with strategic and budget priorities for sign of by DoH. Direct and prepare the procurement plan. Direct development and governance of service delivery agreements. Oversee implementation of infrastructure programmes to ensure alignment with time, cost, and quality. Ensure alignment of IPIPs with budgets and cash flow projections. Oversee validation of infrastructure designs and ensure compliance with National and Municipal Regulations. Overseer Infrastructure Procurement and Contract Management. Ensure appointment of suitable professionals from DoH in collaboration with the Departmental Supply Chain Management Unit (SCM). Direct governance and compliance within SCM processes. Manage preparation of relevant procurement documentation throughout the different phases in the project management cycle. Ensure registration of projects on the CIDB i-tender system. Ensure appointments of competent service providers and contactors. Direct issuing of work and batch orders. Oversee Sector Performance and Infrastructure Programme Reporting. Provide strategic oversight of IPIPs and Project Execution Plans (PEPs) to ensure alignment with DoH Priorities and budgets. Ensure implementation of infrastructure programmes and contracts to ensure delivery within scope, time, cost, and quality standards. Direct management of contract performance, risks, and cost variations to ensure compliance and value for money. Lead programmes monitoring, evaluation, and reporting to inform decision-making and governance structures. Facilitate high-level stakeholder coordination with DoH and implementing agents to resolve challenges and improve delivery outcomes. Lead transition and integration of projects from alternative implementing agents to ensure continuity and accountability. Lead Programme Planning and Performance Planning Management Systems. Oversee budgeting and financial management to ensure efficient and aligned resource utilization. Drive the development and alignment of IPIPs with strategic and funding priorities. Oversee implementation and performance of infrastructure programmes against approved plans. Direct strategic performance reporting to support governance and decision-making. Oversee procurement planning to ensure alignment with delivery plans and compliance. Manage the Allocated Resources. Maintain high standards by ensuring that the team / section produces excellent work in terms of quality /quantity and timeline. Resolve problems of motivation and control with minimum guidance from manager. Delegate functions to staff based on individual potential provide the necessary guidance and support and afford staff adequate training and development opportunities. Ensure timeous development of job description and implementation of Work Plans and Personal Development Plans (PDP’s) for all employees in the Directorate. Manage daily employees’ performance and 95 ensure timely performance Assessment of all subordinates. Ensure management, maintenance and safekeeping of assets.
