Requirements
An appropriate Bachelor’s Degree/Advanced Diploma (NQF Level 7) in Public Administration, Management or Engineering related qualifications. An artisan trade qualification and Experience as an artisan assessor, trainer and moderator would be an advantage. A minimum of three (3) to five (5) years’ relevant experience in skills development, TVET, or occupational qualifications environment and three (3) years at a junior management level or Assistant Director. Sound knowledge of Post-School Education and Training (PSET) system, including Occupational Qualifications, SETAs, TVET colleges, and workplace-based learning. Knowledge of relevant legislative and policy frameworks such as the Skills Development Act, Occupational Qualifications Sub-Framework (OQSF), and the White Paper for Post-School Education and Training. Understanding of the District Development Model (DDM) will be an added advantage. Good coordination, stakeholder management, monitoring and evaluation, report writing, and project management skills. Computer literacy and a valid driver’s license.
Key Responsibilities
Coordinate, support, monitor, and evaluate the implementation of Occupational Qualifications (OQs) in partnership with relevant stakeholders. Facilitate and support the participation of SETAs, State-Owned Companies (SoCs), government departments, Provincial Skills Development Forums (PSDFs), and industry partners in the provision of workplace-based learning opportunities for A21 learners. Coordinate and support the phased-out implementation of NATED N1–N3 Engineering programmed in collaboration with the TVET Branch, QCTO, and other stakeholders. Support the implementation of the District Development Model (DDM) for the development of artisans and entrepreneurs. Coordinate the development and delivery of the Pre-Vocational Learning Programmed (PLP) for engineering programmers. Provide operational support and coordination to the Occupational Qualifications Delivery (OQD) Sub-Directorate. N.B. All shortlisted candidates will be required to complete a relevant competency exercise.

Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity.One of the minimum entry requirements for the SMS position is the Pre-entry Certificate. No appointment will occur without successfully completing the pre-entry certificate and submission thereof.
