Requirements
National Diploma (NQF6) in Public Management/Administration/Business Administration or relevant qualification within the related field as recognized by SAQA. A minimum of five (5) years’ experience in the related field of which three (3) years should be at an entry/junior managerial level (Assistant Director level or equivalent). Knowledge of international relations and diplomacy. Good command of written and oral English and any other official language. Knowledge of strategic coordination/planning, business planning, report, professional writing and policy development. Knowledge and understanding of business process management, organization, performance management, risk management and audit procedures. Understanding of project management. Good understanding of administrative procedures and quality control of documents. Knowledge of government policies and legislations such as PAJA, PAIA, PFMA and other Financial Management and associated prescripts. Planning and organizing skills, facilitation skills, communication skills, technical writing skills and interpersonal relations. Computer literacy. Ability to collaborate effectively with stakeholders at various levels. Ability to work independently and in a team. Proactive approach to meeting deadlines and delivering results with limited supervision. Sense of responsibility and loyalty.
Key Responsibilities
Ensure provision of Departmental international focal point administration, international cooperation communication and information management and dissemination. Provide Departmental international focal point services for Multi-lateral Agreements and other international conventions. Ensure the management and dissemination of international cooperation information. Ensure provision of delegation support for international engagements. Oversee the logistical arrangements to support South African delegations to effectively participate in international engagements. Manage the coordination and administration of international travel programmes for the Department. Ensure provision of general support services for the Chief Directorate. Manage the Chief Directorate inputs into the development of the Branch APP. Facilitate the submission of PMDS documents of officials within the Chief Directorate and ensure compliance with PMDS. Monitor and provide oversight into the Chief Directorate financial expenditure. Provide procurement support services for the Chief Directorate. Coordinate and provide support for international projects and implementation.

Entry level requirements for SMS posts: In terms of the Directive on Compulsory Capacity Development, Mandatory Training Days & Minimum Entry Requirements for SMS that was introduced on 1 April 2015, a requirement for all applicants for SMS posts from 1 April 2020 is a successful completion of the Senior Management Pre-Entry Programme as endorsed by the National School of Government (NSG) prior to appointment. The course is available at the NSG under the name Certificate for entry into SMS and the full details can be obtained by following the below link: https://www.thensg.gov.za/training-course/sms-pre-entryprogramme. Furthermore, Shortlisted candidates must provide proof of successful completion of the course. All shortlisted candidates, including the SMS, shall undertake two pre-entry assessments. One will be a practical exercise to determine a candidate’s suitability based on the post’s technical and generic requirements and the other must be an integrity (ethical conduct) assessment. Following the interview and technical passement for all SMS posts, the Selection Panel will recommend candidates to attend a generic managerial competency assessment in compliance with the DPSA Directive on the implementation of competency-based assessments. Persons appointed will be subjected to a security clearance, the signing of performance agreement and employment contract. The Department reserves the right not to make an appointment.
