Requirements
National Senior Certificate plus an undergraduate Qualification (NQF Level 6/7) in Asset Management, Public Management, Supply Chain Management as recognised by SAQA. Three to Five (3-5) years’ experience as an Assistant Director at Asset Management. Ms Word, Excel, PowerPoint. Code 08 valid driver’s license. Knowledge of BAS and Logis. Competencies: Treasury Regulation. Asset Management Framework and Circulars. Public Finance Management Act Public Service Act 1994. Public Service Regulations 2001 as amended. Preferential Procurement Policy Framework Act, 5 of 2000. Performance management principles. Stakeholder and customer relationship management principles. Communication skills. Computer Literate. Negotiating skills. Facilitation skills. Report writing. Co-operation skills. Liaison skills. Networking. Responsiveness. Proactiveness. Professionalism. Accuracy. Flexibility. Independent. Co-operative. Team Builder and player. Supportive. 93 Stakeholders: Departmental staff. Other Departments (e.g. DPSA, Office of the Premier etc). Private Sectors. NGOs.
Key Responsibilities
Manage the departmental fixed movable and immovable asset registers - Monitor the development and maintenance of Departmental Fixed Asset Register/ Asset Life Cycle (Acquisition, Accounting, Maintenance, Depreciation and Disposal), Asset Register and BAS reconciliation; and journals effected. Manage asset verification - Monitor the physical verification of assets against inventory lists & Asset Register in the Head Office, former regions/ cluster regions and Traditional Councils and ensuring government assets are marked/bar coded. Manage the losses and disposals - Manage, monitor and ensure departmental loss register is kept to date and facilitate disposals and write-offs. Manage lease register - Supervise and monitor the maintenance of lease register and payment of leased machines. Manage The Provision and Development of Asset Policies -Policy consultations. Develop and implement asset related policies and manuals. Monitor the adherence of subordinates and asset custodians the relevant policies. Ensure that all asset custodians are updated with any amendments and developments on policy i.e. compliance with regulations and policies.
