Requirements
A qualification at NQF level 6 in Public Administration or an appropriate diploma (equivalent or higher qualification); A minimum of 3 years middle management experience. Competencies: Working knowledge and understanding of the following: Legislation, regulatory frameworks, policies and best practices that have a bearing on the line functions; Information systems that aid in the management of knowledge and information pertaining to the line function; Municipal Systems Act (32 of 2000), Municipal Structures Act (117 of 1998), Regulations on Appointment and Conditions of Employment of Senior Managers (GN21, GG37245, 17 January 2014), Disciplinary Regulations for Senior Managers (GN344, GG34213, 21 April 2011); Project management; Operational management practices; Procurement and tendering processes; Policy development, and operational management, monitoring and review processes; Modern systems of governance and administration; Public service procedures, processes and systems; Regional and local political, economic and social affairs impacting on the provincial government of the Western Cape; Constitutional, legal and institutional arrangements governing the South African public sector; Public finance, human resources and discourse management processes; Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements; Functioning of the province and the activities of sister departments/related functional areas; policies of the government of the day; Labour Relations legislation and regulations; Performance management in general; Constitutional legislative an inter-governmental dispersion in South Africa; COGTA prescribed reporting procedures and national and provincial directives; Financial and administrative system and procedures of municipalities; Programmes and project planning and management; Council and political dynamics; n-depth knowledge of Local Government Legislation. Skills in the following: Analytical thinking; Conflict management; Organisational; Budgeting; Information system and data base interrogation; Negotiations; Written and verbal communication; Interpret annual financial statements; Analyse municipal budgets and financial management systems; Numeracy; Computer Literacy; Language; Project Management | Accounting/ Finance/ Audit; Ability to analyse data with a view to make assumptions and forecast.
Key Responsibilities
Manage and Coordinate the Annual Municipal Performance Report in terms of Section 47 of the Municipal Systems Act; Collect, Validate and evaluate municipal data and information relating to municipal compliance reports; Prepare recommendations for municipal support and interventions; Manage 209 and analyse trends in municipal compliance through municipal monitoring and execute follow up research arising from municipal trend reports; Plan and manage the work of and account for the overall performance of the Sub- directorate; People Management and Financial Management.
