Requirements
NQF Level 6 in Human Resource Development/Human Resource Management/ Public Administration/Education Management/Training and Development/Management Services or related qualification as recognised by SAQA. Minimum of five (5) years' experience of which two (3) years must be at lower management or supervisory level of 7/8 within the Skills Development, Human Resource Development, Training Coordination and Workplace Learning fields. Valid vehicle driver’s license, except for people with disabilities. Competencies. Knowledge & Skills: Knowledge of Skills Development Act, Skills Development Levies Act, National Skills Development Plan, Public Service Regulations, Employment Equity Act, Labour Relations Act, ETDP SETA requirements and applicable DPSA policies. Public Service legislative and regulatory framework & Human Resource Development policies and practices. Workplace Skills Plans (WSPs) and Annual Training Reports (ATRs). Skills audits and competency assessments. Planning for Learnerships. internships and workplace-based learning programmes. ETDP SETA and National Skills Fund requirements. Performance Management and Development System (PMDS). Strategic planning. monitoring and evaluation and financial management and budgeting principles. Strategic and analytical thinking skills. Planning and project management skills. Leadership and supervisory skills. Stakeholder and partnership management. Report writing and presentation skills. Communication and interpersonal skills. Data analysis and statistical reporting. Problem-solving and decision-making abilities. Ability to work under pressure and meet deadlines. Monitoring. evaluation and compliance management skills. Functional computer literacy: MS Word, Excel, PowerPoint and HRD systems.
Key Responsibilities
Co-ordinate the implementation of the Departmental Workplace Skills Plan and Annual Training Report. Facilitate skills audits and identifying organizational skills gaps. Co-ordinate training. development and capacity-building initiatives. Manage relationships with ETDP SETA. institutions of higher learning and training providers. Coordinate bursary. internship. learnership and experiential 133 learning programmes. Monitor implementation of HRD programmes and interventions. Compile management reports. statistics and compliance reports. Coordinate the Governance and Consultative Skills Development Committee Structures. Manage the training budgets and monitor expenditure. Provide technical advice on human resource development initiatives. Supervise and develop staff within the component. Ensure compliance with all relevant legislative and policy frameworks. Coordinate provincial and district skills development projects and programmes.
