Requirements
National Senior Certificate (or equivalent) and a relevant Bachelors` Degree. A valid driver's licence (excluding codes A/A1). 3-5 years’ relevant experience in the information systems field. Experience in the field of examination and/or assessment is a recommendation. Knowledge: Public Service legislation, including POPI, PAIA, PAJA; Advanced knowledge of the policies and processes governing Examinations and Assessments (National and Provincial); Advanced knowledge of the relevant policies and prescripts relating to information systems and data governance; Advanced knowledge of information systems, ICT and data governance; Management and people management principles; Project management. Skills: Computer literacy; People management and empowerment; Planning and organising; Communication (written, verbal and liaison); Problem-solving; Facilitation and presentation skills; Analytical skills; Project management; Operational planning; Innovation; Diagnostic skills; Conceptual skills.
Key Responsibilities
Coordinate the development, implementation and review of policies to govern examination and assessment information systems: Analyse existing policies and prescripts that impact on examination and assessment information systems; Draft or update policy; Consult proposed policy with all relevant stakeholders; Distribute approved policy to relevant stakeholders; Monitor and report on the implementation of the policy. Coordinate and monitor the development of new assessment and examinations systems and the optimal implementation of existing systems in the Chief Directorate, in collaboration with Ce-I and SITA: Assist with and contribute to the analysis of context and creation of the business case to motivate the development of the system; Create specifications for the proposed system; Facilitate the procurement process; Work closely with vendors (including Ce-I and SITA) to coordinate the development of the system. Coordinate the governance of examination and assessment systems, including the Change Control Board: Coordinate the setting up of a Change Control Board for each system; Coordinate the development of procedural guidelines for the Change Control Boards; Participate in and contribute to the Change Control Board meetings; 341 Coordinate the implementation of recommendations and actions approved by the Change Control Boards. Monitor and report on the implementation of examination and assessment systems. Coordinate and oversee assessment and examinations user management services: Review, update and maintain examination and assessment system information; Coordinate the provision of end-user support; Coordinate the system administration functions; Coordinate and perform system health checks; Monitor and report on system issues; Organise and conduct system training in collaboration with relevant stakeholders (e.g., CTLI, SITA, National); Monitor and report on assessment and examinations user management services. Coordinate and oversee assessment and examinations training, capacity building and knowledge- sharing practices: Organise the provision of support for the training for National examination and assessment systems; Organise the provision of support for the implementation and roll-out of National examination and assessment systems; Coordinate training for Provincial examination and assessment systems; Organise the provision of support to end-users within the Chief Directorate; Actively promote the sharing of knowledge and information with relevant stakeholders in the examinations and assessment operations; Monitor and report on training, capacity building and knowledge-sharing practices. Coordinate the Disaster Recovery Plan for the Chief Directorate in respect of examination and assessment systems in collaboration with relevant stakeholders, which includes: Coordinate the Chief Directorate’s planning of different disaster scenarios; Coordinate the Chief Directorate’s development of recovery plans; Coordinate awareness creation about disaster recovery within the Chief Directorate; Coordinate and oversee the backup of the Chief Directorate’s data; Monitor and report on the Disaster Recovery Plan. People Management: Participate in the recruitment of staff in the numbers and grades appropriate to ensure the achievement of the component’s Business Plan; Motivate, train and guide staff within the component, to achieve and maintain excellence in service delivery; Actively manage the performance, evaluation and rewarding of staff within the component; Monitor information capacity building within the component; Active involvement in the compilation of a human resource plan, a service delivery improvement programme, and an information resources plan for the component; Promote sound labour relations within the component; Actively manage and promote the maintenance of discipline within the component.
